scripts: clean_reorganized_data setSchemaVersion

If the clean version already exists and has a schemaVersion field, keep it. But do not add a schemaVersion if there is none: it will default to version 1.0 (acteur-1.0, amendement-1.0 etc.).

Otherwise add a schemaVersion matching the most recent schema tag.
