Add CI to the project

Emmanuel Raviart requested to merge feature/CI into master

The current PR provides a minimalistic gitlab-ci config in order to initialize CI onto the project.

It builds Rust nightly and then launch build of the API. If build succeeds, CI will be considered as successful.
